Project Estimator (Riyadh Metro Project) - Parsons International Limited

Responsibilities will include but are not limited to the following:

• Interacting with the client and project teams

• Preparing concept and schematic design estimates, detail development design estimates, bill of quantities pre tender estimates, cost plans, cost reports, value engineering proposals and budget approval documentation for both pre and post contract works

• Preparing the monthly payment recommendation

• Pricing of new works for the client

• Driving the design to budget principle during validations

• Preparing benchmarking studies to assess the cost effectiveness of designing proposals

• Producing feasibility studies as requested and assisting in value engineering workshops

• Producing capital whole life cost reports and will advise the client throughout design phases when required

• Preparing detailed cost breakdown of components and elements for systems and subsystems

• Attend tender review and kick of meetings as requested by the client and assist in Tender adjudication

• Analyse tender returns, recommend negotiating points and participate directly in negotiations

• Growing the database by ensuring all known costs and estimates are captured in the system

• Adding additional information from outsider sources to the cost database

• Reviewing third party estimates from constructors and consultants

• Negotiate, agree and prepare the final settlement with the Contractor

• Prepare the monthly project reports and presentations

• Collecting, analysing and populating the cost database with historical project and cost data

• Supporting strategic decision-making through data capturing, analysis and reporting

• Implementing and follow Quality Management System, policies, procedures, and templates
