DESCRIPTION
Primary Accountability
• Report directly and be accountable to the Maintenance Team Leader to design and obtain approval of an OPQL Safety Critical Systems Management Program.
• Upon program approval, implement and assure compliance with program requirements for all systems designated as Safety Critical Systems, including but not limited to:
o ESD Systems
o F&G Detection & Protection System
o Flare and Vent Systems
o Fire Water Systems
o Evacuation, Escape and Rescue
• Complete Engineering Assessments or equipment deficiency “fitness for service” reviews. Analyze deficiencies and classify them for mitigation controls in line with applicable codes and standards.
• Recommend immediate, temporary and permanent remedial options that guarantee a sustainable program.
• Initiate Management of Change controls for OPQL Safety Critical Systems.
Objectives and Deliverables
• Produces reports, studies, calculations and judgments relating to Safety Critical Systems
• Prepares and leads multi-discipline review of system designs including:
o Confirmation of basis of design
o Confirm that the system meets current codes / standards / corporate requirements
o Confirmation or creation of performance standard for each system
o Understanding of impact of any significant MOC activities undertaken since initial installation
• Prepares and leads multi-discipline review of system materials and construction
o Review of as-built documents
o Determine if the installed equipment meets with the design intent
o Determine status of certification for the equipment
• Reviews how each system is operated to confirm that operation is in line with the design intent
o Determines the system effectiveness under any proposed or existing LTIs or any NROs on the system
o Confirms personnel are trained to operate the system with appropriate records of competency
o Confirms operating procedures are in place or creates or modifies as needed
• Reviews the Maintenance and Inspection programs for each Safety Critical System
o Confirm that an effective suite of PMRs are in place
o Reviews basis for the test frequencies and document basis for test frequencies
o Confirm compliance with the planned maintenance routines or existence of appropriate approved risk reviewed deferral are documented
o Confirm completeness of inspection records
o Documentation of failure history
• Develops and tracks to completion implementation of remedial actions from all reviews/inspections
• Develops audit schedule to ensure compliance is maintained in the long term
QUALIFICATIONS
Qualifications
This position requires a minimum educational background, Bachelor of Science degree in Mechanical Engineering or equivalent.
Job Position Requirements
• A minimum of 10 years project engineering experience with at least 5 years within the offshore oil and gas production industry with knowledge of relevant codes and standards and their offshore influences.
• Familiarity with Safety Systems operations and maintenance.
• Familiar with Safety System automation/controls systems;
• Able to perform risk analysis of system deficiencies and;
• Technically strong Leadership, strategic planning & orientation, project management, good teamwork, fluent in English, Interpersonal and Communication skill
Physical Requirements
The Safety Critical Systems Lead Engineer shall be fit enough to pass the annual OPQL Offshore medical test and be able to work offshore if required.
