POSITION OVERVIEW:

A high-level technical contributor with expertise in a broad range of business application systems and specific business processes. Plays a central role in using, modifying and upgrading Parsons business applications, in determining the evolution of existing business applications and in recommending new company-wide business applications based on Parsons’ business plan and industry requirements. Recommends the most efficient and economical means to meet the user’s goals and objectives. The incumbent at this level uses advanced techniques to resolve complex business systems issues that arise in production environments.

The incumbent will be an on-site Analyst to gather and document requirements and solutions to meet requirements for client specialized configurations and/or customizations. Will also plan and execute testing for the said configurations and customizations to confirm the client needs have been met.

SPECIFIC RESPONSIBILITIES:

• Provides internal Parsons expertise in the development and use of assigned business application systems, from small projects to enterprise-wide applications.

• Works with Parsons’ senior managers, GBU managers, project managers, other project sponsors and end users to analyze the specific business system needs of the Parsons organization at all levels, based on the current Business Plan and industry trends.

• Uses that analysis to develop recommendations for new system development as well as upgrades, modifications or enhancements to existing applications, based on the financial implications of the decision and extensive technical knowledge of existing system solutions.

• Identifies the system resources and functions necessary to meet Parsons’ business needs in both the short-term and the long-term for Parsons as a whole, a Parsons business unit, a region, a specific project, office or internal sponsor.

• Will work with clients to analyze needs and recommend appropriate application solutions related to current or future Parsons projects.

• Creates or modifies procedures to solve complex technical issues, questions and problems related to computer equipment capacity and limitations, operating time and the form of the desired outcome or result.

• Analyzes system-wide questions, issues and problems--individually or as a member of a project team-- looking at their business and financial implications to Parsons; identifies and recommends specific application solutions or modifications to Parsons financial application.

• Analyzes the financial, service and timing tradeoffs of different application systems or enhancements and presents the resulting information to the end-user sponsor and management, with recommendations for system implementation.

• Reviews user requests for modifications, upgrades or enhancements to existing business applications or for new application development.

• Determines scope, technical requirements, budget estimates, timeframe and detailed system design for proposed developments, upgrades, modifications or enhancements to existing Parsons business applications.

• Presents the proposed system recommendations—including costs, service issue, timing issues and risk analysis--to the Parsons executives, GBU managers, project managers, client managers, and other internal clients.

• Analyzes and resolves issues, questions and problems referred by the Parsons IS Service Desk or determines next step in resolving issues referred by the Service Desk.

• Works as a team member with other Parsons IS groups on projects that involve upgrading, modifying, enhancing, or developing Parsons business applications.

• Acts as the primary interface with the end user throughout the development process. Provides ongoing support to the team during development, conducts quality assurance activities and conducts user acceptance testing (UAT).
