Rail Senior Signaling Engineer - Roads and Transport Authority

•To ensure that the proper preparation of all Signaling Systems related Project Definition Documents and to perform Technical Studies for the Signaling Systems in accordance to the Project Definition documents for new railway projects.

•To provide assistance in tender submissions evaluation and tender assessment reports to detail the assessment findings and rating.

•To review the design submissions and to assist in resolving critical design issues when required in conjunction with the PM team.

•To carry out technical studies and industrial research on the technologies and applications in the field of Signaling Systems covering protection (ATP), operation (ATO), supervision (ATS) and regulation (ATR).

•To prepare reports on design issues/problems, perform analysis and evaluate options.

•Under direction of top management to provide support to external consultancies related to design and implementation of Signaling Systems.

•Monitor and review signaling system design, implementation, Equipments installation, testing and commissioning.

•Manage and monitor related safety requirements particularly those related to signaling, both software and hardware.

•Manage and monitor signaling related interfaces and integration with other disciplines (. VOBC, platform screen doors).

•Ensure Rail signaling system in conformance with project requirement and local authority specifications and practice.

•Conduct site visits to ensure and monitor progress as necessary.

•Review, assess and monitor Engineer and Contractor performance and progress in conjunction with the PM team.

•Provide signaling progress status and issues and prepare reports to concern supervisor.

•Ensuring all relevant documents, drawings report, warranties, certificate are in compliance standards and are handed over in due time to the operation at the project handing over.

•Assist in verification of variation and claims to project manager.

•Ensure proper deliveries of equipment and proper storage as per standards on timely manner.

•To ensure all risk and safety case for Rail signaling Systems are met as per the contract and standards.

•Monitor and report on progress against predetermined time, cost quality, specifications and service standards in conjunction with construction PM team.

• Verification of test procedure, work procedure as per contract standards specs.

• Under the direction of Manager, attendance of all Factory acceptance test one carried out as per specs, standards and approved test procedure.

• Monitor continuously the risk register and ensure contractor/consultants are implementing all mitigation measures and report on any deviation.

• Monitor progress and milestone achievements by enquiry, inspection, attendance at meetings and receiving and reviewing reports.

• Implement value engineering throughout the project, raise any potential claims or counter claims to management as well as report deviation from specification

• Maintain accurate, up-to-date information and trends through the available communication media.

• Manage the Information System to enhance and improve the same for efficient use.

• Fulfill all reporting requirements, and maintain records concerning signaling related data.

• Ensure supervision and completion of contractors snag list during the defect liability period of each project in coordination with the concerned departments.

• Performs other responsibilities associated with this position when appropriate or as directed by higher management.
