PURPOSE OF THE JOB:



- Supervises all activities of the Day, Shift, ATK, Water, Sulphur, Octane, BeAAT, GUP & Analytical laboratories. Monitors performance of special analyses and studies required for an effective quality control testing programme for good operational control of various process units / plants. Certifies finished products for export.



- Co-ordinates with senior Operation and Production Planning staff and Process and Inspection Engineers for analysis schedules of on-stream samples, unscheduled samples, quality control, test runs, shutdown, startup, corrosion control and technical surveys. Reviews daily lab test results of the concerned labs for any abnormalities.



- Provides expertise as needed for the development of test methods, equipment lay-outs, and best Laboratory practices for upcoming projects. Also evaluates and provides technical advice to project department in the selection process of new analyzer & other Laboratory set up.



RESPONSIBILITIES



- Monitors and reviews the day-to-day Laboratory activities such as sampling and analysis of crude oil and petroleum products.

Supervises the activities of assigned personnel in various laboratories including Octane lab, Day lab, Shift lab, ATK lab & Sulphur lab.



- Prepares Laboratory test methods based on vendor’s equipment manuals and methods



- Provides guidelines for the preparations of special blends needed for various product studies. Defines testing requirements work for plant expansion such Aromatic Projects & Green Diesel Projects.



- Reviews and approves testing for preparation of quality certificates of finished petroleum products.



- Trains Laboratory personnel on the operation of sophisticated computerized laboratory analyzers and in the proper application of test methods.



- Holds periodic training of Laboratory staff to update them on the latest analytical techniques in testing methods.



- Participates in the application of LIMS / Business objects and do changes for schedules/testing, as required.



- Initiates and updates the process of integrating all Laboratory equipment in LIMS.



- Prepares Capital and Operating budget based on laboratory objectives such as computations of manpower cost, equipment cost etc.



- Prepares purchase requisitions for the procurement of equipment and materials for Lab. use.



- Coordinates with project department and Process Engineering Section on types of equipment to be procured for new projects.



- Follows instructions from Production Planning and Economic Section, for the preparation of quality certificates for export and domestic cargoes. Liaises with Operations & Utilities Section Heads and Laboratory Section Head to assess quality of output from refinery operation and Utilities Department. Recommends remedial or alternative actions as appropriate.



- Ensures availability of quality certificates for vessel cargoes & retention of samples for shore tanks, loading lines & vessel cargo.



- Reviews Laboratory reports generated through Business object to monitor product quality and specifications.



- Evaluates bids for technical acceptability of Lab. equipment, glassware, chemicals and other consumables.



- Responsible to comply with and monitor implementation of ISO 9001:2000 in Lab.



- Evaluates non-compliance reports submitted by auditors and generates reports for corrective actions.



- Carries initial studies for the certification of ISO-17025 which is more stringent.
