SENIOR TELECOMMUNICATIONS ARCHITECT/ENGINEER - Tarba Solutions

BASIC FUNCTION:

This position is responsible for assessing, designing, redesigning, optimizing, and managing plans for telecommunications networks to ensure robustness, diminution of risk, and network security.



DUTIES AND RESPONSIBILITIES:

The successful candidate will be responsible for the overall design of a new voice and data communications network/system, or the assessment and redesign of an existing network, and responsible for the design or assessment of the network's implementation, technical operation, and maintenance. The goal will be to optimize management of risk by maximizing network survivability and reliability, and considering infrastructure redundancy and disaster response.



The incumbent will supervise and lead the coordination of design, engineering, installation and repair/maintenance activities during a network outage. The incumbent must understand the management, operations and policies of a telecommunications system/network. Additionally, the incumbent must understand the impact which all hardware and software maintenance efforts and/or changes to the networks can have upon the services available to the telecommunications community.



MAJOR RESPONSIBILITIES:

Design new and assess existing telecommunications networks

Consider optimized level of risk by maximizing survivability and reliability in the event of outages emanating from hardware or software failure or unexpected events.

Identifies possible telecommunication network disasters or other extended outages.

Develops a plan for responding appropriately to disasters or other system outages to assure effective and continuing communications capabilities.

Appropriate response may include the ability to remotely trouble-shoot network outages in the event of an outage. This includes the ability to route traffic using an alternate network path, perform traffic analysis to ensure efficient use of the network, monitor the overall health of a network, and identify patterns that lead to a network outage.

Creates and manages a written plan for the use of employees to guide their efforts during an outage or disaster.

Prescribes Telecommunication risk management requirements for all environments, systems and/or facilities.

Ensures the development and use of an effective preventive maintenance program suitable to meet the operation objective of "zero downtime.”

Recommends maintenance policies and establishes procedures to support policies that minimize risk.

- Ensures the availability and schedules qualified employees to respond to all system problems on a 24-hour per day, 7-days per week basis.

- Develops troubleshooting and flowcharts for technician use in localizing and identifying probable trouble and/or faulty components.

- Recommends changes and upgrades to telecommunications systems to alleviate failures and enhance services and/or operations.

- Stays abreast of policy, procedural, and technological changes in the telecommu­nications industry.
