Key Role:
Serve as a subject matter expert for a major donor-funded project in Indonesia, focused on the development of the government procurement system and workforce. Lead the establishment and management of framework agreements, transfer of knowledge, consultation with stakeholders, including procurement officers and suppliers, and provision of advice, support, and mentoring. Leverage experience with acquiring goods, works, and services in a highly developed procurement office to build the capacity of government procurement professionals through training, mentoring, and technical assistance. Assist with establishing procurement policies, procedures, internal controls, and guidance based on international best practices, including World Bank, MCC, EU, and USA laws and regulations, such as central, provincial, and district and local practices. Provide training to the procurement specialist, program managers, auditors, and industry on areas ranging from procurement planning to contract management. Develop, pilot, and refine the framework for contracting vehicle agreements and contracts for purchasing goods, works, and services. Advise procurement offices on strengths and weaknesses, including organizational structure, management, personnel, policies, and operations and collaborate with internal and external stakeholders and partners to manage capacity development training and technical mentoring activities. This position is located in Jakarta, Indonesia.
