Projects Development Manager

- Assist in performing feasibility studies for real estate development independently and/or in coordination with the Project Management Consultant (PMC), Marketing/Sales Departments as necessary.

- Represent the Client while dealing with the Authorities and other Parties for work requirements

- Draft and review MOUs, Sale & Purchase Agreements (SPA) and associated Contracts related to projects.

- Assist in planning & scheduling of real estate development

- Evaluation and pre-qualification of Consultant(s), Contractor(s), other Service Provider(s) and Suppliers.

- Appoint Consultant(s)

- Prepare project specific parameters which form the basis for design development in coordination with Marketing/Sales Department and PMC

- Design development management including design reviews.

- Perform value engineering.

- Review the tender/contract drawings, specifications and documents for their intended purpose and completeness.

- Participate in tender analysis and reviews.

- Assist in contract(s) negotiations

- Assist in award of contract(s)

- Make cash flow projection in coordination with Consultant(s), Contractor(s) and Marketing/Sales Department

- Site management including day to day follow-up of the various activities through the Project Manager(s) and/or PMC.

- Attend and/or conduct progress meetings as necessary

- Participate in the selection and approval of materials to be used for the project

- Monitor and report on the progress of project works on weekly, bi-weekly and monthly basis

- Strive to complete the project with the agreed/established quality standards, time and budget.

- Workout means and ways to avoid/mitigate delays, claims, if any, in projects.

- Verify and certify the interim and final payments to Consultants, Contractors, any other Service Providers and Suppliers as applicable.

- Evaluate the variation claims submitted by the Consultants, Contractors and any other Service Providers and Suppliers as applicable.

- Manage efficiently the provisional sum and prime cost items.

- Ensure the contractual and statutory requirements of the projects are complied.

- Establish and maintain effective communication and co-ordination between construction sites and support office departments.

- Assist in the preparation and reviewing of sales and marketing materials like project catalogs/brochures/leaflet, etc. including Unit SPAs

- Make all the required communications, ex. technical, contractual and Legal.

- Arrange and manage the project handover formalities from Contractor(s) to Consultant and subsequently to the Owner(s)

- Participate in the management of the property during Defects Liability Period.

- Advice and/or assist in the preparation of Services Charges Budget including sinking fund.

- Assist in the Owners Association formation/establishment/registration with Dubai Land Department including the preparation of Strata Drawings and JOPD in coordination with survey consultant and legal consultant.

- Assist in the handover of project/property to Owners Association as required by RERA

- Issue NOCs to Owner(s)/Tenant(s)/Contractor(s) where applicable

- Manage and control project documentations including storage, updating, maintenance and retrieval.

- Be responsible for providing the necessary details about the project and units (like unit designation, drawings, areas, etc) to Marketing/Sales Departments and also provide updated information if and as necessary during the various phases of the project.

- Have reasonable knowledge/awareness of the requirements of various Local Authorities like DM. JAFZA, TECOM, DEWA, etc.

- Conduct due diligence and risk assessment in purchasing/acquiring land/property and in evaluating new development/business proposals from/with potential/interested parties from various sectors.

- Train, guide and streamline the relevant personnel as per the Company’s established policies, standards and operational systems/requirements.
