The Civil Engineering Specialist develops construction solutions for commercial, retail, municipal and various other civil design projects for work camps and for communities. The plans may be based on requirements in a Request for Proposal or otherwise, and vary in size from the simple provision of past performance lists or work process descriptions, to complex submissions of several hundred pages that require a great deal of attention to detail and precision.
The Civil Engineering Specialist analyzes requirements and develops construction plans in consultation with architects and engineers. Camp solutions can involve infrastructure development, permanent construction, pre-engineered buildings, containerized offices and living quarters, tented structures and other temporary and permanent structures. Community solutions involve the construction of low- or high-rise residential buildings, houses and townhouses, retail centers, community centers, recreational facilities, roads, sidewalks, squares, parks, water features, parking structures, infrastructure and other amenities. He is responsible for developing all building system plans for camps and communities, working with municipal authorities for waste management, HVAC, electricity, plumbing, telecom, security and other project-specific needs.
The Civil Engineering Specialist creates assessment plans and templates and the assessment team structure to evaluate potential opportunities. He plans all needs for personnel, PPE, equipment, supplies, heavy equipment, vehicles and construction materials. He determines the need for and evaluates potential project partners. He is responsible for project costing and for setting up partnership agreements. He develops detailed:
• Equipment lists
• Project timelines and budgets
• Mobilization plans and approaches
• SOPs
• Contract specifications for sub-contractors
The Civil Engineering Specialist also ensures that local laws and regulations, for environmental protection, land use and other requirements are fully met.
He works with other members of bid and project teams to contribute to or fully develop Concepts of Operations for construction projects, participates in client meetings to discuss engineering issues, and interviews and recommends key project personnel.
