Brief Posting Description
• Develop and coordinate emergency response planning and recovery strategies in relation to the Qatar Foundation’s Emergency Management Plan; provide training and education throughout the organization on emergency management, including developing emergency doctrines for front line staff and conduct gap analysis to ensure the Emergency Operations Plan complies with OSHA and Qatar regulatory requirements.
Detailed Description
• Act as the Fire, Crisis Management and Planning authority within the organization by providing professional advice to the Management.
• Coordinate the development of Emergency Response Plans for the Directorates/Departments, branch campuses and associate business centres by providing assistance and direction to Department Representatives to complete, compile and organize the Emergency Operations Plan (EOP) and conducting gap analysis. In addition, identify solutions and develop the required policies/procedures; ensure that all the Department Plans are current and supports the purpose of the Emergency Response Management Plan.
• Oversee and implement systematic emergency drills in conjunction with the Emergency Preparedness Team and HSSE Branch Campus Steering Committee; ensure that all Emergency Response Plans are maintained for each of the emergencies identified as priorities in the Hazard Identification and Vulnerability Analysis, ensure that issues are identified and action plans are documented; coordinate the completion of the action plans to improve response outcomes.
• Develop and facilitate education programs and training materials on Emergency Management/Disaster Preparedness topics for managers and front line staff; collaborate with HSSE Branch Campus Steering Committee and the other departments to develop training materials that fit the needs of each Centre / Directorate/Department of QF; establish and maintain the Emergency Management Website on QF Portal in conjunction with the relevant Department.
• Ensure that all sections of the Emergency Management Plan comply with, OSHA and other international regulations and standards; conduct and use Gap Analysis to review existing policies/procedures, identify gaps in the Emergency Management Program and report findings to the HSSE Director; prioritize tasks to update / revise the EOP; maintain all relevant issues, laws and regulations on emergency management.
• Act as a liaison at the regional level to ensure Regional Disaster Meetings have a representative from QF.
• Partner with local emergency management agencies to ensure our Emergency Management Plan is consistent with QF and local expectations; ensure the HSSE role is reviewed and revised annually and communicated to all members of Qatar Foundation.
• Coordinate and assist in overseeing the activities of the Emergency Preparedness Team; develop agendas, prepare/ provide agenda materials, and Co-Chair meetings as needed.
• Oversee the maintenance of QF Emergency Command Centre (ECC) and all processes involved in the operation of the Centre; assist the Fire Emergency Response and BCP Director in maintaining all equipment, plans and procedures in the Command Centre; participate in After Actions Reviews following all activations, identify and implement improvement processes.
• Ensure that all Departments and Ambulance, clinics actively participate in the Emergency Management Program; meet with managers to discuss emergency management needs and review plans; communicate regulatory requirements/guidelines effectively; partner with department managers and conduct joint inspections to ensure regulatory compliance.
