Position: Executive Director

Period of Performance: January 1, 2015 - March 31, 2016

Level of Effort: Full-time

Location: Position could be based in Jordan,

Oman, or Morocco



Background



The Middle East and North Africa Network of Water Centers of Excellence (MENA NWC) is an alliance of research and educational centers in the Middle East and North Africa that are working together to (1) address present and future water challenges by creating knowledge and advancing implementation, (2) stimulate economic growth by engaging with businesses and developing products and services, and (3) foster meaningful and sustainable development. MENA NWC is incorporated as a non-profit in Washington, D.C., USA.



The Executive Director is primarily responsible to provide energetic and engaged leadership to MENA NWC. This fledgling entity requires an Executive Director with a dynamic personality, an undisputed technical reputation, extensive international management experience, a keen political sensitivity, proven skills in diplomacy, and an ability to capture the complex vision and mission of the Network quickly and convey it clearly and articulately to a wide and varied audience. The Executive Director serves as a key focal point among the Board of Directors, member Centers, donors and all other stakeholders. He or she must gain and maintain the full confidence of the Board members and will often speak on their behalf, while leading the implementation of their policies and directives, meeting with donors and contributors, and advancing the mission of the Network.



Tasks



The Executive Director is responsible for the following major tasks:



• Project the Vision of the Network, and constantly review and recalibrate efforts to ensure that the Business Plan’s strategic goals are realized

• Work closely with Board of Directors members to develop and maintain a common vision and ensure that they are making their optimal contribution to Network sustainability

• Implement Board directives

• Hire the Directorate’s technical and management staff, after consultation with the Board of Directors

• Direct the members of the Directorate and set targets and deadlines that encourage top performance

• Mediate issues or disputes between members, as related to Network activities

• Lead fundraising activities by identifying opportunities and actively engaging in negotiations with potential funders

• Develop and strengthen working partnerships with governments, the private sector, and the NGO and CSO communities in Network activities and post-research product outreach

• Initiate and expand paid membership in the Network

• Ensure that high standards for all Directorate products are set and met

• Create and maintain a system to review budgets, track expenses, and make payments in a timely fashion that meets international business standards



Supervision



The Executive Director will report to the Board of Directors and closely coordinate activities with the Chief of Party of the Further Advancing the Blue Revolution Initiative (FABRI) project. The Executive Director will assume all facets of MENA NWC management and operations in March 2016, coinciding with the end of the FABRI project in March 2016.
