Procurement Manager

• Develop and implement policies, procedures & operating philosophy for all procurement, sub-contracting and supply chain activities.

• Determine, formulate and establish functional department goals, objectives, business plans and performance criteria, and establish & assign work priorities.

• Provide strategic supply chain plan and guidance for all critical equipments

• Participate in project reviews and strategize project-based purchasing, expediting, supplier quality control to ensure project completion ahead of schedule.

• Negotiate terms & conditions for big ticket sourcing, including high-value bid evaluation and approvals where required.

• Keep a track of global commodity market, vendor shop capacities for all project and construction resources. Maintain a database of lead-time for major equipments.

• Develop and implement an approved global supplier and sub-contractor database [including pre-qualification activities]

• Introduce vendor assessment techniques to measure performance and quality of supply [based on past projects].

• Define & implement material inspection procedures and strategies, including coordination with 3rd party inspection agencies.

• Prioritize and manage all procurement activities using a range of sub-contracts and contract management techniques and resolve related issues/claims.

• Continuously improve operations, adopt best material storage & preservation practices, streamline work processes, and work proactively within a multitude of disciplines.

• Evolve efficient and effective internal control systems and procedures to a) keep track of all available data; b) have complete control over all processes

• Develop and provide market intelligence; procurement and expediting status reports to the senior management of the EPC arm and the Client for decision making.

• Responsible for budgeting, capital and revenue expenditure and cash flows.

• Maintain relationships with senior management of vendors and contractors. Ensure proactive resolution of any vendor problems and/or related conflicts.

• Responsible for staffing of project organization, including competency-development and training initiatives
