Social Mobilization Officer (with Solid Waste Management Focus) - Oxfam

To assist the Oxfam’s Water, Sanitation and Hygiene (WASH) program in in overseeing the solid waste management and collection; and to work closely with the hygiene promotion and social mobilization activities in the Zaatari Refugee Camp.



DIMENSIONS:

• Work pattern is a mixture of proactive and project work.

• Required to make sound judgements regularly within agreed processes using a good understanding of the team and the abilities of the team.

• Communication largely with internal staff (including internationally) also with some external contacts/target audiences to support operational work.

• Communication with Oxfam/ADRR partners through the project team in different locations.

• Assist the Social Mobilization & Hygiene Promotion Officer/Assistants and project team for quality delivery of the programme, building accountability and documenting learning.

• Assist the PHP TTL in producing clear and quality reports that demonstrate accountability and learning.

• Support in raising beneficiary awareness of Oxfam Public Health Engineering and Hygiene Promotion programming and in the delivery of resources and services to strengthen community participation for sustainability and self-reliance





KEY RESPONSIBILITIES:

The specific duties and responsibilities of Solid Waste Management Officer include supporting the Social Mobilization and Hygiene Promotion Officer/ Assistants in the following activities:

• Provide day to day management of Social Mobilisation and Cash for Work Assistants, and those under this position (community mobilizers volunteers), including performance management (Objectives and reviews)

• Conducting initial meetings in community to inform and sensitize beneficiaries on Oxfam Solid Waste Management Collection programming

• Networking with community leaders and WASH committee members in Oxfam’s programme areas to establish early rapport and to provide overall orientation of the project.

• Identify / recruit community volunteers to collect solid waste in Zaatari Camp

• Supervise community volunteers in the collection of solid waste on a daily basis

• Supervise the weekly incentive payments for the volunteers, in coordination with Oxfam finance/’accountant staff

• Identify beneficiary complaints and refer these in the appropriate structure

• Facilitate resolution of disputes or conflicts between individuals or among members of community when needed

• Facilitate and translate when needed, small and large community meetings to encourage discussions for solid waste collection and to provide transparency of the programme

• Capturing success stories and lessons learned in each phase of program implementation.

• Provide necessary reporting inputs to the PHP TTL on a regular basis.

• Mobilization of communities should focus on building confidence, trust and respect, increasing knowledge base, and enabling community members to participate, and become more proactive with regard to their own health assessment of community status

• Support community decision input and participation

• Delivering any other responsibility assigned by the line manager.
