JOB PURPOSE: To work in a team of Public Health Engineers, ensuring that all contracted works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of built facilities for the duration of the contract. Participate in further assessments as required and contribute to emergency water, sanitation and hygiene facilities.
KEY RESPONSIBILITIES:
Programme Implementation
1. With the WASH Coordinator and Public Health Engineering Team Leader, recruit, deploy and assess the junior site engineering staff required to deliver the programme of work
2. To assess emergency needs, as requested, especially taking in the broader perspective of Public Health.
3. To work with the contractor to set up a skills training programme for Syrians living in the camp.
4. The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations
5. To liaise closely with the Public Health Promotion Team throughout the planning, design and implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes
6. To report regularly, verbally and in writing to the Programme Manager or Public Health Engineering Team Leader and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
7. To order equipment from Oxfam’s Purchasing Department as required. Occasionally to organise local purchasing and to keep accounts.
8. To brief press, media, other agency staff and Oxfam supporters as agreed with the Country Representative, Humanitarian Department and Press Office.
9. To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (. InterAction Field Co-operation Protocol).
10. To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues.
11. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
12. Production of installation reports in collaboration with the contractor’s representatives.
13. Liaise with contractors and their selected suppliers (roofing materials, blocks, doors, windows, tiles, sanitary wares etc), ensuring all items are designed, manufactured, assembled and commissioned in line with agreed project specifications and fit for purpose.
14. With the Public Health Engineering Team Leader, establish systems and controls for daily site checks and documentation
15. With the guidance of the Public Health Engineering Team Leader, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
16. Create and maintain a good relationship with the selected contractors and sub-contractors
17. Through communication with site planners, guide contractors for setting out locations and ensure contractor setting out is accurate and in line with project drawings.
18. To ensuring that rebar spacing and layout is in line with agreed drawings
19. To produce non conformance reports, establish a database and contribute to the close out of non conformance.
20. Ensure that daily site supervision is in line with agreed specifications and method statements, with comprehensive documentation of supervision activities. Ensure a photographic diary is maintained.
