Senior Manager. Network wide Assets - Qatar Rail

Job Purpose:

To lead and develop Qatar Rail Asset Management strategy by exercising effective leadership in planning, development, and management of network wide assets of Qatar Rail.



Duties & Responsibilities:

Strategic

• Devises strategies and efficiency measures that ensure maximisation of revenues

• Devises strategies that ensure asset harmonisation across the Qatar Rail Metro and LRT projects to ensure operational efficiencies and utilisation of spare parts

• Provides strategic management, planning, and managing the development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts;

• Leads service delivery department input into Enterprise Asset Management including BIM, MMS, GIS & PSIM

• Captures and integrates critical business processes into the MMS;

Operational

• Implements and negotiates asset management programme for Qatar Rail

• Works closely with all asset management stakeholders to devise Asset Management SOPPs

• Leads development of a unified codification system across the Qatar Rail network

• Implements complex systems or new enterprise management systems projects & appropriate changes in the system configuration and programming scripts to fulfil any changes in Qatar Rail’s needs or requirements;

• Administers software application requirements of the Maintenance Management System, including; provision of user’s support, modification of report formats, modification of workflows, and enhancement of functionalities and applications;

• Supervises and oversees all aspects of maintenance procedures, instructions and technical specifications on MMS, disaster recovery plans, system backup schedules and configuration control to meet the availability standard setup by RAMS

• Engages and interfaces with system provider under any service level agreement for provision of user’s support and maintenance service;

• Reviews non-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales;
