Director of Finance - University of Kurdistan Hewler

• Contribute to the development and implementation of an effective financial strategy, policies and procedures, taking into account the University’s Strategic Plan, best practice and legal requirements;

• Provide strategic financial planning advice and financial management information to the Provost;

• Progressively establish secure, integrated and confidential computerised databases and management systems for all aspects of financial management and use these to set and monitor the achievement of performance indicators for all areas of activity;

• Ensure financial system codes are in place to enable devolvement of budgets to responsible budget holders, particularly Dean of Schools, Chair of Departments, Director of Departments and Divisions and to provide regular financial management information;

• Supervise directly accounts at the end of each month and at the end of year and monitor closing accounts;

• Regularly update the University’s Financial Regulations to provide clear explanations and guidelines of financial policy and procedures for responsible budget holders;

• Ensure compliance of UKH financial regulations and policy with the requirements of external funding bodies, including with KRG's financial regulations and applied policy;

• Ensure financial compliance within all external contracts;

• Manage and develop all aspects of the UKH Finance Team, including work planning, staff development and appraisal and performance assessment;

• As an active member of the UKH management team, develop an awareness and understanding of the key activities of the UKH and ensure that the work of the UKH Finance Team is fully integrated and responsive to new developments;

• Provide timely and accurate financial reports to the Finance and General purposes Committee and to the Executive Management Board;

• In cooperation with the UKH Management, prepare and monitor a developed budget to UKH Departments and providing periodic monitoring reports to the UKH Management;

• Prepare any reports, statements as may be required by the funding bodies;

• In cooperation with the Provost, ensure the proper cash flow to cover UKH running cost;

• Prepare reports, statements and surveys as may be required for the design of new financial procedures responsive to growth and change;

• Provide costing services to project leaders;

• Take on additional areas of responsibility as required by the line manager.
