Job Title: Facilities Manager
Position Report to: General Manager
Position Report by: All employees of facilities department
Job Responsibilities:
1. Fully understand the scope and responsibilities of the company and the FM dept. and author the FM strategy to service the requirements of the company. This will include consulting and coordinating with other departments and group companies
2. Planning for future development in line with strategic business objectives
3. Manage the department ensuring that staff are identified, trained, retained, are competent and their outputs meet the company’s expectations
a. Develop staff development programs such as skills enhancement, training and tool box sessions
b. Evaluate the work quality of direct reports and other subordinates
4. Manage the dept. budget ensuring that the FM dept. is delivering value for money
5. Establish and implement FM strategies for the properties under management
6. Tender FM services including writing scopes, KPIs and contracts; tendering, assessing proposals and making recommendations, award and monitoring all contracts to ensure compliance and provision of expected levels of service
7. Ensuing PPM all completed as per requirements
8. Lifecycle planning and budgeting
9. Ensuring all properties under management meet all statutory regulations. Where they do not have a strictly adhered timescale for adherence and completion
10. Ensure that a full set of records exists and is kept on file of all documentation, licenses and records for each property eg as builts, DM approvals/NOCs, O and Ms, fire certification
11. Create monitoring systems or programs to detect problems as early as possible
12. Initiate interventions and solve problems in creative and cost effective ways
13. Have in place fire strategies for each property including regular practice evacuations
14. HSE policies and management plans for the company and properties
• Initiate an active campaign on safety measures across the portfolio
15. Emergency Response Plans
• Develop back-up or alternative systems for common problems such as power shortage
16. Expenditure management per property
• Regularly review (monthly) with the PM and finance dept YTD expenditure fully explaining any deviations from budget
• Operational efficiencies - identify and drive through the portfolio
17. SOPs for the department -
• Complete and update regularly dept SOPs
• Amend and adjust where necessary on a property by property basis
18. Stay abreast of current trends and advances and best practices in FM and development, functional operations and areas of technology
19. Review and interpret performance against operating plans and standards for the division. Provide supervision and report to subordinates on interpretation of results and approve changes in plans; present monthly reports on performance, develops and presents matters requiring decisions to the management team for the division.
20. Ability to achieve results through team efforts, willingness to challenge established practices and draw relevant conclusions; ability to persuade market and sell new ideas and the ability to work effectively in a diverse work group.
21. Act as an FM adviser on professional and technical issues with a view towards reaching strategic decisions; ability to manage conflicting demands for resources through negotiations.
22. Prepare reports and clear recommendations for the GM.
