Purpose of the Job
• Prepares purchase orders, responds to customer and supplier inquiries, reviews requisition orders to verify accuracy, specifications and terminology, and compares prices, specifications and delivery dates to determine the best bid among potential suppliers.
• Directs and controls the central procurement function by locating vendors of materials, equipments or suppliers.
• Buys or approves the acquisition of goods and services needed by the company and ensures that purchased goods are bought at a competitive price and of the high quality.
Principal Responsibilities/Accountabilities
Strategic
• Develop focused supply strategies for products, supported with supply agreements and be able to offer advice and direction to colleagues and senior managers as required with regard to supply in support of the business both tactically and strategically.
• Manage professional tender processes to ensure the objective and secure selection of suppliers for goods and services to the company.
• Analyze, interpret and where required present the results of market analysis, tender results and strategic recommendations to sub-ordinates and senior management.
Operational
• To act as an ambassador for El Khayyat with the third party supply community and ensure that professional relationships are maintained and suppliers are managed objectively to deliver a secure supply base for all products and services.
• Utilizes the numerous contacts and industry experience in obtaining the most reliable third parties contracts with the most competitive bids.
• Negotiates contracts terms, and processes requisition and purchase orders to obtain supplies and equipments.
• Analyses supplier’s performance requirements before signing a supply agreement.
• Ensures signed contracts do not propose any threats that might risk the projects commencement and delivery dates.
• Utilizes generally accepted purchasing practices, planning methodologies, contract negotiations, and purchasing-related laws and regulations.
• Resolves any discrepancies by collecting and analyzing information and performs required actions.
• Works along with the projects managers to ensure that vendors are adequately performing their scope of work.
• Documents and maintains a full and updated record of all the ordered goods, received materials and paid amounts.
• Provides feedback to suppliers on performance to reduce risks and costs and develops supplier relationships.
• Develop and implement purchasing and contract management instructions, policies, and procedures.
• Direct and coordinate activities of personnel engaged in buying and storing materials, equipment, machinery, and supplies.
• Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, participating in professional organizations etc.
Reporting
• Submits quantity surveys and cost estimates for the required material, labor, equipment and subcontractors work.
• Submits bid awards that require approval from the Board of Directors.
Staff Management
• Continuously improves safety records by addressing both physical safety issues and employee safety attitudes.
• Tracks the development of subordinates and provides leadership and development as required to achieve the objectives.
• Delegates authorities and responsibilities to direct reports in the event of absence to sustain operations effectively and efficiently.
