Monitoring and Control Consultant - Qatar Foundation

Job Purpose:

Establishing and managing a robust research monitoring, and assessment system with well-defined results, milestones and targets for the various implemented projects and programs with specific reference to the non-profitable programs to support the Executive Management decision regarding projects. The incumbent should study, analyze, and assess the projects and programs submitted to Executive Director’s Office and report recommendations and suggestions.

KEY RESULT AREAS

 Establish an internal system within the Office of the Executive Director for studying, analyzing, assessing, and following up the projects and programs that aiming to support the strategic objectives of the center.

 Coordinate with concerned parties with respect to project/program planning in terms of collecting and identifying the source of data related to the project/program, analyzing and assessing before project execution process.

 Provide technical consultation and recommendation on the projects, reports, programs submitted to the Office of the Executive Director to ensure the achievement of the SDC Strategic Objectives.

 Communicate with the concerned parties of the project/ program to ensure receiving projects progress reports on a regular basis during the implementation process and within the established framework of evaluation.

 Establish a project follow up and communication system with the project/program concerned parties to ensure effective achievement of project/ program targets and expectation within the required span of time.

 Make sure of the availability of project/ program success criteria and ensure the commitment of all concerned parties to the criteria during the implementation process of the project/program.

 Monitoring and follow up the progress of the implementation of the suggestion and/or recommendations of the SDC Executive Director related to the project/ program with all concerned parties. .

 Ability to provide a vision and future plan for each of the projects/ program/ plans submitted to the Executive Director Office to ensure its conformity with the SDC Vision, Mission and Strategic Objectives.

 Responsible for retaining and maintaining project/program related documents, statistics and data for reference and documentation.

 Provide recommendations and suggestions related to the improvement and enhancement of the mechanism of the quality of the project/program under process, if necessary.

 Provide technical support to project/ program concerned parties to ensure project/program feasibility.

 Provide risk predictions, identify and measure project/program risk factors and their impact on the implementation of the project/ program. Recommend and suggest risk elimination or mitigation mechanism or plan, and provide assistance to concerned parties to develop alternative plan, if necessary.

 Ensure that SDC projects/ programs are comply with the standards, regulations and requirements of Qatar Foundation/ Social Development Center and the state of Qatar with respect to Project Management formalities
