Fluor is providing program management and construction supervision services for the approximately $5 billion Sharq Crossing program
Sharq Crossing is a marquee program in Qatar’s ambitious development plans ahead of the 2022 FIFA World Cup. The project will traverse Doha Bay and will comprise bridge sections interconnected by an immersed tube tunnel to create a new passageway beneath the waters of Doha Bay. Completion of the system is required by 2020 to support the run-up to the World Cup event.
Job Description:
• Manage the tender evaluation, award and procurement of fully documented contracts, in a timely manner, for all workload delivered by contracts, liasing with Procurement Manager and consulting with legal department as appropriate. Act as a principal contact for procurement information.
• Manage the negotiation process to ensure that the annual overhead is defined as required by the Programme Management Services Agreement.
• Support Chief Estimators to establish a robust estimate and liaise with Risk & Opportunity Manager and Programme Controls Manager in the risk management process to ensure estimates contain suitable levels of risk.
• Manage and develop the commercial interface between Project Delivery and ensure that all strategies are consistent with the overall Procurement Strategy.
• Develops project bidders lists of qualified bidders.
• Organizes, staffs and supervises a group of Contract Engineers, Technicians and Secretaries within the various project task forces.
• Establishes, within the Fluor standard framework, project standard contract formats as well as pre-award and post-award contract work process modifications as required for the project(s).
• Is primarily responsible for final selection of the right Contractor for each bid package.
• Has overall responsibility for effective reporting to Project Management and communications/ coordination between Contractors and Fluor.
• Represents Fluor and Ashghal in all major/important meetings with Contractors.
• Provide regular progress reports to the Contracts director, Bridges Manager and Program Executive Team.
• Lead and direct negotiations with major suppliers and contractors with regard to all pre and post-contract commercial arrangements including claims and variations within projects.
• Manage the process to ensure that invoices are processed and cleared for payment in accordance with contractual timescales, review project reports and identify significant trends and recommend remedial action. Provide Procurement reports as required.
