The incumbent is responsible to the Senior Poverty Advisor (SPA). The incumbent works closely with the Director of Relief and Social Services (DRSS) and the Senior Poverty Advisor, Chiefs of the Relief and Social Services Programme and RSSD staff in the five Fields. In accordance with the established Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
• Take the lead in the derivation of poverty lines, based on host countries' data and UNRWA databases; assist SPA to develop and regularly update the Proxy Means Testing Formulas (PMTF) for the five fields including development and subsequent update of implementation guidelines, manuals and handbooks including better targeting of poor families, monitoring, reporting, capacity building, and training activities;
• Liaise closely with host governments statistical departments/ agencies on poverty and poverty related data and collects poverty and other relevant data on regular basis; liaise closely with staff in other departments with a view to strengthening the coordination of UNRWA statistical activities;
• Conduct analytical and methodological research and contribute to the drafting of technical papers and analytical reports designed to assess poverty and human development as well as to better evaluate development policies;
• Assist SPA in the preparation of surveys and research studies, including the construction of annual socio-economic profiles for Social Safety Net Programme (SSNP) population, revision of the social study form and other reports;
• Assist SPA in conducting research on the longer-term effects of poverty reduction policies and programmes, along with other functions, will serve to support a culture of evidence-based policy making within UNRWA;
• Contribute to the compilation and validation of the data maintained by RSSD as well as undertakes statistical analysis on poverty and other development indicators; participate in the development or revision of statistical standards and assist in applying statistical methodologies and practices;
• Advise DRSS and SPA on the latest developments in poverty measurement and targeting approaches, including the need for the development of targeted social safety net interventions for refugees living in poverty;
• Review the statistical information compiled by the Department and develop a procedure to ensure consistency with established definitions and external data sources;
• Prepare indicators for the SSNP, including the various poverty measures including poverty incidence, poverty gap and poverty severity index;
• Provide technical input for presentation in meetings, seminars and workshops at national and international levels;
• Conduct specific programme monitoring and implementation activities, as designated by DRSS and SPA, in the fields.
