Job Purpose:
To establish, implement & direct sourcing strategies & best practices for all procurement for Qatar Rail and carry out negotiations, contracting and purchasing activities to create optimal value.
Duties & Responsibilities:
Strategic:
• Works closely with management at all levels throughout the Company to insure alignment of procurement strategies and tactics with business objectives.
• Reviews corporate and project procurement strategies and list of potential suppliers.
• Develops and implements procurement instructions, policies, and procedures.
Operational:
• Reviews the development of specifications for rail contracts.
• Assesses the quotations submitted and selects the bidders with which the commercial / financial negotiations need to be conducted.
• Manages the competitive bidding and selection process.
• Resolves vendor and contractor grievances, and claims against suppliers.
• Develops innovative procurement approaches to achieve positive outcomes.
• Keeps abreast of new legislation, government policy, best practice and relevant external factors relevant to procurement and contracting activity.
• Reviews a pool of candidate vendors and suppliers for project consideration.
Financial:
• Ensures effective audit and performance management mechanisms are in place and provide statutory returns and reports as required
• Sets targets for the end result to be achieved in price negotiations.
• Negotiates contract terms, pricing and payment schedule, ensuring that the agreements with the vendors and suppliers are commercially advantageous.
• People:
• Directs and coordinates activities of personnel engaged in procurement
• Mentors Qatari developees and other employees
