• To plan, assist, and coordinate human resource management activities of El Khayyat Subsidiary to maximize the strategic use of human resources and maintain functions such as employee compensation, recruitment, personnel policies, and regulatory compliance.
Accountabilities
Strategic
• Works with department heads to assist in developing HR planning strategies which consider immediate and long-term staff requirements in terms of numbers and skill levels.
• Assist in the developing and recommending changes / enhancements to the policies and procedures for the HR department.
• Provides inputs in the preparation and monitoring of the HR Department’s budget.
• Supports in the development and implementation of recruiting and pipelining plans.
• Supports in designing training programs to cover both the company’s current and future needs.
• Identifies training and development needs within El Khayyat Subsidiary with the help of the respective department heads.
Operational
• Manage business travel arrangements for employees; oversee company facilities, and supervises premise maintenance and security.
• Administers and oversees the payroll process ensuring accurate calculation of leaves, loans and any other matters that affect payroll
• Supports in implementing and monitoring the disciplinary procedures / code of conduct.
• Plans and coordinates the issuance of employment visas and visit visas.
• Arranges business visa for employees who travel to other countries on business.
• Manages regulatory requirements and processes pertaining to the company and its facilities.
• Negotiates with suppliers including travel agents, hotels and car rental companies for best rates and services.
• Handles property and third party insurance.
• Maintains premises and the lease of the company’s other facilities and ensure they are renewed on time, including negotiating with owners/companies for best rates.
• Handles petty cash for routine administrative expenses when delegated.
• Controls the implementation of the safety and security measures of the company and its facilities and ensures that adequate safety and security standards are met.
• Develops, monitors and updates the job descriptions of various positions as per the organization chart and job requirements.
• Liaises with other departments to determine manpower needs and assists in recruitment accordingly.
• Assists Supports Service Manager in all HR related tasks and issues.
• Supports recruitment process and handles related administrative tasks.
• Assists the HR management with research and other HR related projects.
• Prepares employees communication (letters, amendments to contracts, memos, etc.) further to HR management advice.
• Coordinates induction program for new recruits with the HR Department.
• Manages and updates the governmental processes related to new recruits (GOSI, Medical Examination and Medical Insurance).
• Maintains and verifies the attendance records of all employees.
• Manages employee clearance process.
• Coordinates employment visa and insurance formalities.
• Maintains personnel files of all employees ensuring that the personal records are up to date.
• Assists in managing the company’s position vacancies for short term, long term, and project based requirements.
• Shortlists, screens and interviews candidates and schedules second or third interviews when required.
• Evaluates the training and development programs, and proposes any amendments required.
• Reviews and evaluates training programs for compliance with government standards.
• Addresses enquiries relating to training and development in a timely manner.
• Carries out tasks related to the processing of employee’s visas and work permits and government related documents in order to support the company’s employees.
• Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks.
