Utilities Manager - MAF Dalkia Middle East

Main Purpose of Job:

* The Plant Manager is in charge of the operational management and administration of the utilities plant System (Chilled water and power distribution). He ensures that the plant is operated efficiently with high availability of chilled water supply within budget.

* The Plant Manager has authority on the whole staff of the Plant but directly coordinates with the Operations Manager.

* The Plant Manager ensures the strict compliance of the DCS plant with the UAE Regulations, Statutory Requirements and company policy, especially in the field of safety, health and environment.

* The Plant Manager monitors and controls the operation and maintenance expenditures with a high level of rationalization especially in the field of consumables, parts and accessories, water treatment, subcontracted maintenance, utilities, tools and running costs.

* The Plant Manager set up the work procedures and prepares reports on any critical activity, lead items or delay.



Key Responsibilities:

* fulfillment of operational contractual obligations (availability and quality of utilities supply and services)

* listens to the problems, wishes and requirements

* development of customer satisfaction indicators

* relations with local authorities

* strict respect of all applicable act or regulation, especially in the field of health and safety

* strict implementation of all relevant mandatory control

* relations with contractors, sub-contractors or vendors

* management and coordination

* monitors and control purchase orders, contracts and payment certificates within delegation

* development of suppliers satisfaction indicators

* staff management

* respect of the Employment Act and any other statutory requirement

* appropriate personnel positioning in plant organization

* staff management creating ownership and responsibility

* individual capability and competency development through training programs

* reporting and company policy

* all expenditure and performance indicators

* all critical impediment or activity

* any issue requiring information, support or decision of the management

* strict respect of company policy

* quality insurance and procedures

* writing up and updating of the work procedures

* preparation of any renewal of certification

* communication

* establishment of proper communication with customers, hierarchy, colleagues and subordinates
