MEAL (Monitoring, Evaluation, Accountability and Learning) Assistant - Oxfam

OXFAM PURPOSE: To work with Oxfam’s staff to find lasting solutions to poverty and suffering.



TEAM PURPOSE : To work with the Jordan Response Programme team for improved Monitoring, Evaluation, Accountability and Learning (MEAL) in Zaatari Camp, Mafraq, Jordan.



JOB PURPOSE:

To assist the MEAL Officer in the design and implementation of monitoring, evaluation, accountability and learning systems and to monitor the extent that projects are meeting their objectives. Moreover, to strengthen accountability systems to ensure that support is extended to all beneficiaries.

DIMENSIONS:

• This position is within the Host Community Program, operating initially in Balqa and then in Zarqa governorates. The program is based out of Oxfam’s Amman office (3rd Circle) and will involve extensive field work in Balqa and Zarqa, along with office-based work. The working week is Sunday to Thursday.

• Work pattern is a mixture of proactive and project work.

• Communication with internal staff and holding discussions with beneficiaries in the target areas.

• Assist the MEAL Officer and the project team for quality delivery of the programme, building accountability and documenting learning.



KEY RESPONSIBILITIES:



• Work with the Host Community team in Jordan, collecting data from the field as per the monitoring plan.

• Assist in conducting surveys, observational monitoring and focus group discussions within the host communities; this will include collection of data in line with the indicators and requirements of the program using a variety of tools. Other monitoring will include holding surveys and discussions with beneficiaries regarding accountability and communication.

• Support general data entry requirements of the program as requested, including beneficiary registration information

• Work with MEAL Officer in updating the monitoring, evaluation and accountability tools

• Enter gathered data in a prescribed format, provided by the MEAL Officer, to produce reports on a regular basis; normally in Word or Excel formats.

• Analyze the data, together with the project team, and share data in the required formats

• Assist the project team in documenting lessons learnt.

• Assist the project in strengthening the accountability mechanisms at project level.

• Contribute in timely and quality reporting on the projects.

• Produce basic reports to show findings.

• Delivering any other responsibility assigned by the line manager.
