The International Orthodox Christian Charities (IOCC) is an international non-governmental, development and relief organization, working worldwide to alleviate suffering and need and sharing God’s gifts of food, shelter, economic self sufficiency and hope.



IOCC seeks a Finance and Administration Officer to work in IOCC Office in Amman, Jordan.



Job Summary:



Finance and Administration Officer works under the direction of the Country Director in providing support in finance, accounting and administration in order to insure effective and efficient operations. The full-time Finance Officer oversees and manages all finance and accounting procedures, supervises the work of the Office assistant and completes other tasks as assigned by the Country Director



Key Responsibilities:



• Ensure that all financial transactions and procedures are undertaken in accordance with IOCC’s requirements to be a transparent and accountable organization.

• Plan, develop and manage financial systems to support the country program, which ensure internal control and efficient use of resources.

• Assist Country Director and Program Manager in preparation of Country Operation Plan (COP) of the mission (. annual country budget, cash flow, allocation board etc.) as well as in preparation of new budget proposals and monthly cash requests.

• Oversee all aspects of administrative procedures and tasks

• Supervise the work of Office assistant who is responsible for managing and maintaining accurate administrative records and databases.

• Ensure that all Financial Reporting is submitted to headquarters (regional office) in an accurate and timely manner.

• Implement office financial procedures, ensuring that all required supporting documentation is provided: payments; national payroll; cash flow analysis and forecasting; cash management; bank account management and reconciliation.

• Enter and verify the monthly posting of entries and accounting in the financial software system.

• Monitor expenditures against budgets and prepare monthly reports to review with program staff; propose and implement budget modifications as needed and send a monthly report to the Regional Finance Manager.

• Review and monitor partner budgets and financial reports, and provide feedback and technical support to partners as required.

• Maintain systems for tracking regular payments, commitments, liabilities and income.

• Prepare salary payments, salary slips and keep up to date the salary scale. Develop employees' contracts as appropriate.

• Verify and confirm that all procurement is carried out according to approved procedures and authority limits.

• Verify accurate and complete Asset Register for all JORDAN assets, according to IOCC asset management policies and procedures.

• Ensure the effective tracking of grants, in coordination with program staff, to ensure efficient financial management.

• Prepare financial reports for donors as required.

• Ensure an effective system of internal control and ensure compliance with all national legal requirements.

• Ensure that regular back-ups and retention procedures are in place for accounting data.

• Maintain accurate records and files of all financial transactions, reports and supporting documentation, in accordance with audit requirements

• Prepare for and participate in internal and external financial audits as required.

• Liaise with the Regional Finance Manager to ensure adherence to global financial procedures and policies, and to meet global deadlines as required.

• Responsible for orienting newly hired staff and communicating to all existing staff the financial procedures and policies, and any revisions thereof.

• Provide financial guidance and training to staff as appropriate.

• Perform other duties as assigned or required.
