Infrastructure Engineering Officer - LEBANON - Oxfam

OXFAM PURPOSE: To work with others to overcome poverty and suffering



JOB PURPOSE: To implement a water supply infrastructure project.



DURATION: Two Years Contract



BACKGROUND:



As the Syrian crisis continues over a million of Syrian men, women, boys and girls are still living in Lebanon in need of refuge from the violence in Syria. Many refugees are living in urban areas and thus placing additional demands on existing water and wastewater infrastructure.



In Response to this situation Oxfam is starting a water infrastructure project that is aimed at to support one of Lebanon’s water establishments by replacing and extending a water supply network. A study will be undertaken surrounding water resources, recommendations made on sound water resource, management and improvements undertaken so resources can be more effectively monitored and utilised.



This response includes research, policy and advocacy surrounding the issue of barriers to water access at household level with a specific focus on the rights of poor women.



With no apparent signs of a peaceful resolution many commentators believe that Syrian refugees will be in Lebanon for the foreseeable future hence so this project is an important and significant element to Oxfam’s crisis response.



DIMENSIONS:

• Will establish and Maintain effective working relationships with staff at the Water Establishment.

• Will be based at the Oxfam field office in Zahle with daily site visits to Chtaura.

• Will ensure the quality of the construction work and report sub-standard work to line manager and contractor.

• By working closely with staff at the Water Establishment on daily basis identify the type of support required to improve water resources management.



KEY RESPONSIBILITIES:

1. To work closely with staff at the Water Establishment, Line Manager, Engineering Consultant and contractor to implement the project in line with the Objectives laid out in the Logical Framework.

2. Assist Plan and Undertake a water supply network and hydraulic study.

3. Verify quality of technical documents provided by the engineering consultant as part of the tender process.

4. Ascertain the constructions standards and standard operating procedures required by the water Establishment.

5. Monitor the budget and ensure funds are spent within the time frame acceptable to the donor.

6. Work closely with Oxfam policy and advocacy teams.

7. Ensure donor has visibility throughout the entire project period.

Secondary Priorities



1. To assist in identifying new infrastructure projects aimed at supporting the role of the water establishment. Provide relevant information to Line Manager to assist in developing new proposals together with programme Manager and Funding coordinator.

2. To report regularly, verbally and in writing to the Infrastructure Project Manager.

3. To assist in preparing mid-term and final reports for donors in collaboration with Line Manager by providing timely and accurate information.

4. To ensure that the project takes gender and age issues into account.
