(MEAL) Coordinator - Oxfam

OXFAM PURPOSE: To work with Oxfam and Partners’ staff to overcome poverty and suffering



TEAM PURPOSE: To work with the Syria Response Programme team and Oxfam’s partners in Lebanon for improved Monitoring, Evaluation, Accountability and Learning (MEAL) in the project locations in Lebanon.

JOB PURPOSE:

To ensure the development and implementation of an effective and coordinated MEAL framework and system of the Oxfam response in Lebanon, in accordance with Oxfam standards. The MEAL Coordinator will build the capacity of field teams and partners, and provide specialist advice and support to strengthen their respective MEAL mechanisms to contribute effectively to the Oxfam Lebanon’s overall MEAL objectives. This includes strengthening accountability mechanisms both at partners and Oxfam levels.





REPORTING LINES:

Post holder reports to: Lebanon Country Director with matrix management from sub-regional MEAL Advisor for Syria response.



Close working relationship with Programme Managers and Technical Team Coordinators (EFSL, WASH, Protection)



DIMENSIONS:

• Requires the ability to define and shape strategic objectives and priorities for the programme MEAL strategy and MEAL team, involving collaboration with other programme units (e.g. technical teams, affiliates in-country).

• Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.

• Plans and manages the resources of the MEAL unit in line with Oxfam staff competencies, international standards (i, e. People in Aid) and commitment to continual improvement.

• Builds and reinforces the capacity of the MEAL team, other programme staff and partners according to the needs.

• Requires the ability to analyse and communicate complex information to a wide audience to promote and influence.

• Communication is both with internal and external contacts. Represents Oxfam in relevant coordination meetings and external relationships with partners and other stakeholders.

• Impact and influence of the job is mostly within the job holder’s own programme unit in line with the Oxfam Minimums Standards for MEAL in emergencies and other key methodological guidelines such as Beneficiary Counting and Evaluation Policy but occasionally also in other parts of the affiliates and/or with an external audience. Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.
