Harbour Master - Manpower Middle East

Our client, a Port Services in UAE is currently seeking to recruit a Harbour Master Key accountabilities: • Ensure compliance with the Port Marine Safety Code through the regular review and implementation of risk management and safety management systems • Be responsible for controlling all marine emergencies within the harbour and for the issue of directions to shipping as necessary under such conditions • Direction, prohibition, removal and regulation of vessels within the harbour in accordance with APCD /HAJT’s safety management procedures. • Be responsible for the implementation and enforcement of the APCD / HAJT’s Byelaws. • Adjudicate when required on matters relating to navigational safety issues and Pilotage when there is a disagreement between the Duty Pilot and the Master of the vessel to be piloted or where consulted by the Duty Pilot. • Act as a panel member when required in relation to any examination, disciplinary investigation or hearing involving a pilot or holder of a pilot exemption certificate or an application for a pilot exemption certificate. • Promulgate as appropriate any statutory documents issued. Directive and Management Role: • Direct traffic movements in waterways, shipping and port marine activities for the purpose of a safe, efficient and economic management of the petroleum port. • Supervises the professional and safe performance of port operating services. • Generates verification, controls mechanism, encourage port users to take full advantage of modern technology and uses the same cost reduction and safety application. Operational Role: • Implement the requirements of and compliance with APCD/HAJT Navigation and Safety Bylaws and various relevant Acts. • Manages daily scheduled traffic and shipping movements • Supervises the efficient fulfillment of contracted services and obligations by port primary and secondary contractors. • Grants entry permits to visiting vessels and authorizes departure clearances. • Approves marine pilots, tugs masters testing procedure and issues proficiency license. • Defines marine contingency response and anti-pollution activities. • Represents port authority in emergency callouts and act as the general coordinator in case of Emergency. • Respond to oil spills or other threats to the marine environment. Corporate contribution • Promote the implementation of the Corporate Culture Statement, Leadership Model and Health and Safety Systems • Recognize individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act. • Meet the statutory responsibilities detailed in the Information Management Policy and procedures standard • Meet APCD/HAJT’s statutory responsibilities for civil defense and emergency management Relationship management • Establish and maintain close working relationships with internal and external contacts including local authorities, ratepayers, landowners, suppliers, consultants, and contractors. • Act as a representative for Ajman port and customs/HAJT at appropriate local government conferences and seminars, and other events as required.
