Job Purpose:
Determine how much money is required to complete a specific construction project and prepare cost estimates to aid management in bidding for a project.
Principal Accountabilities:
•Reviews sub-contract inquiries and quotations, converting them to the same level to enable effective comparative consideration.
•Prepares and maintains a directory of suppliers, contractors and subcontractors.
•Solicits and maintains communication with subcontractors and vendors.
•Consults with clients, vendors, personnel in other departments to formulate estimates.
•Transmits addenda and other bid information to subcontractors.
•Prepares subcontractor bid packages.
•Reviews bid requirements thoroughly and requests additional information as needed.
•Understands thoroughly the scope for specific trades assigned.
•Develops RFI’s and clarifications to ensure adequate coverage.
•Analyzes drawings and other documentation to prepare time, cost, materials and labor estimates.
•Establishes and maintains tendering process and conducts negotiations.
•Studies tender documentation in order to gain a clear overall understanding and to fully appreciate the requirements for specific areas and to appreciate the relevant construction methods.
•Reviews tender bill of quantities in order to ensure that all required elements are present.
•Estimates resources required such as direct labor, construction equipment etc for each activity to enable them to be accurately costed.
•Prepares estimates for direct costs including labor wages, equipment hire and all other costs, using judgement to ensure that relevant and appropriate figures are applied.
•Assists the senior Estimation engineer in the preparation of the indirect cost estimate & technical proposal review to ensure that proposals are in line with resources.
•Prepares estimate related technical proposal deliverables (. equipment lists, manpower histograms etc.) for insertion in the proposal.
•Visits project site to record information.
