1. Designs products and systems to meet process requirements, applying knowledge of engineering principles.



2. Oversees installation to ensure machines and equipment are installed and functioning according to specifications.

ROLE DIMENSIONS

Manage and oversee the design, planning and supervision of engineering projects effectively and efficiently from scoping through to delivery to ensure its fit for purpose and adherence to international standards and global best practices.



KEY ACCOUNTABILITIES



Strategy Management

Ensure that functional strategies and related strategic plans are developed and implemented, which are aligned with the overall departmental strategy and business plan of GACA.



Organisation Structure

Recommend an optimum unit structure so that resources are optimally utilised and communication can take place in an efficient manner.



Leadership & Culture

Lead and direct the achievement of functional objectives by setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximise subordinate and departmental performance.

Promote a culture of humility, learning and innovation whilst focusing on building team spirit, positive mind set and a continuous drive for excellence.



Budgets and Plans

Prepare and recommend the departmental budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.



Departmental Accountabilities

Liaison with external consultants/internal teams to design and manage the engineering “design work” as per standard specifications in line with international ICAO guidelines with emphasis on the following areas to ensure cost effective design solution which meet organizational and safety requirements;

 Scope of work

 Cost estimates

 Preparation and evaluation of tenders/documentation

 Review tenant BOT & DBOT projects design.

 Receive and handle request for modifications and adjustments to facilities to ensure the infrastructure has state of the art facilities.



Supervise project implementation to ensure deliverables are as per set timelines and with adherence to stakeholder expectations and international standards - the tasks include; undertaking scheduling and phasing, supervising the work of the contractors and guiding them with the technical skills when required, monitoring project execution of tenants etc.

Plan capacity and improvements for facilities and infrastructure in line with traffic forecasts and statistics.

 Prepare technical and feasibility studies as needed on

 Capital budgeting

 Industrial cities development

 Airport navigation obstacles, in order to provide updated data to senior management whilst ensuring proactive preparation of facilities for the future.



Negotiation
 Negotiate with Service Providers to get the best value for money.

Resolve any disputes that may arise, to the best advantage of the company, in order to achieve an amicable solution and settlement.



Relationship Management

Develop and maintain effective business relationships with all relevant external entities such as Government Regulatory Authorities, Service providers, contractors, external consultants etc with highest standards of business ethics, whilst promptly attending to all critical issues in-order to ensure the services required by the organization are delivered in the most effective manner.



Policies, Systems, Processes & Procedures

Direct the development and oversee the implementation of functional policies, processes, procedures and controls covering all areas so that all relevant procedural/ legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.



MIS and Reports

Consolidate accurate Management reports to provide timely feedback to Management for monitoring the progress of operations.

The Challenge

The Dryland Systems Research Program is a major new effort to speed up the identification, testing, and delivery of solutions to increase food and nutrition security, and improve livelihoods in the world’s most fragile agro-ecosystems.



Current reductionist, piecemeal, and single-dimension research approaches to improve agriculture in low-income countries are no longer effective. The Dryland Systems Program starts in 2012. Its integrated agro-ecosystems approach should develop research to produce solutions to benefit low income countries and their rural communities. The Program’s new thinking and findings will be harnessed to create measurable, sustainable, and large scale impact on rural livelihoods.

Your Role



As the Director of the Dryland Systems Program, you will be working closely with partners and stakeholders to develop the research portfolio to achieve clearly defined results of the Program. This involves coordinating the inputs and results of the work of implementation multi-disciplinary teams, and effective management of partnerships. Project management and building of an extensive network of collaborators and partners are critical success factors.



Your Responsibilities



As the Director of the Program, you report directly to the Director General of ICARDA, the Center leading the Program. You will:

• Ensure effective and efficient implementation of the Program to achieve its objectives meeting qualitative and quantitative standards and ensure timely and high quality reporting on the Program.

• Coordinate the inputs of implementation teams in the targeted regions.

• Lead resource mobilization efforts.

• Ensure scientific excellence and global influence of the Program.

• Ensure effective partnerships with research and development partners.

• Represent the Program globally to ensure high visibility and to create positive views of investors, stakeholders, and the public.

The International Center for Agricultural Research in the Dry Areas (ICARDA) is leading this

Program. ICARDA is an international autonomous, non-profit, research center with a 36-year history in dry areas. We are supported by the CGIAR consortium of agricultural research centers. The Program is implemented by a wide range of partners including eight CGIAR Centers (ICARDA, ICRISAT, Bioversity, CIP, ICRAF, ILRI, IWMI, WorldFish), Sub-Saharan Africa Challenge Program, national agricultural research systems, and advanced research institutes.
